The Hokage sighed heavily, shifting through even more papers. They seemed to go on for days... there were thousands of applicants. And, none with potential that he so desperately needed. The relations were beginning to dwindle, and seeing as how Rain wasn't taking the first step, Konoha was. Newly elected Jounin leaders stood before him, a make-shift council.
Hatake Kakashi. Yuuhi Kurenai. Maito Gai. Extremely talented, and intelligent ninja, each with their own unique perspective, and their own story.
Also standing before him were representatives of three very prestigous clans; the Inuzuka, the Hyuuga and the Uchiha clans.
The Hokage sighed once more, this time lifting three sheets to his face, shoving the others off to the side. Honestly, he had no interest in those. He set the papers down, flipping them so his guests could read them, motioning them forward with a languid wave.
They did so instantly, each peering down. They lingered at each child for quite some time, taking time to synthesize their strengths, and their weeknesses.
'What do you think?' the Hokage questioned.
'Her,' Kurenai replied, pointing to the profile in the middle.
'Nnnhn,' Kakashi refuted. Kurenai questioned him with her piercing red eyes. 'Think about it Kurenai,' he said, rubbing his masked chin. 'She will not be able to exell nearly as well as an Inukuza nor an Uchiha.'
Gai nodded. 'The Uchiha have Itachi after all, Sasuke will surely prosper under his brother's brilliant guidance.'
'Keep in mind,' Kurenai said tightly. 'That he will only be allowed prepare until he is ten years of age-- he is a mere baby now-- Itachi's expertise is essentially useless.'
'Kurenai's right,' Kakashi said slowly. 'Though, his potential far excells both Kyoshi and Risa.'
'Yes, but,' Kurenai emphasized the but. 'The Inuzuka's are known for their irrationality, Kyoshi will be no exception. You've seen him with the others, he's already showing traits common amoungst his kin.'
Kakashi sighed. She was right. 'Then, Sasuke.'
Again, Kurenai had to argue. 'No,' she said. 'Sasuke will be far too domineering. In fact,' she added. 'Due to their positions, they will all be slightly domineering, they do come from very prestiegous clans after all. Both Risa and Kyoshi are four years Sasuke's senior. The Hyuuga are extremely intelligent, and more level-headed than the Uchiha, and far more than the Inuzuka. Risa is quite timid, unlike Kyoshi.'
This time the Hokage spoke up, only after blowing out a grey cloud of musty smoke. 'Sasuke will be of far more use here in Konoha.'
This statement forced all three Jounin to question the Hokages motives, which they did silently amoungst themselves.
'I suppose...' Kakashi mused. 'We will be able to send her sooner.'
Kurenai nodded.
'Then it's settled,' the Hokage said, placing Uchiha Sasuke and Inuzuka Kyoshi's papers in the stack with the others. 'Hyuuga Risa shall be our negotiator. Notify her parents, set up her training regiem. We need her training as soon as possible.'
